You can't upload one for some reason, it hasn't worked in forever (did it ever work? i forget...)
anyways you have to host it somewhere online.  you can use photobucket or picasa or whatever.

Worked when I was a newbie as well. DOsn't anymore. I photobucket all my avatars now

Elaboration: my Captain Picard Face is from the sixth-season episode Timescape. It's when they're on the shuttle, coming back from the conference, and Picard is making fun of a professor with a very dry, boring delivery.
