Apparently someone made a short film based on Tim Prat's beloved-by-Escape-Pod story Impossible Dreams. I'm not sure if it's a fan film or authorized. I presume the latter...

I think it's authorized. I feel like they did a screening of it in San Francisco that Pratt attended (FWIW, I think Pratt liked it).

It looks to me like it's for a Hebrew (Israeli?) version of The Twilight Zone. Is that possible?

There isn't, but the Twilight Zone was shown on Israeli tv. I'm not sure why the filmmaker decided to start with the TZ homage, it was a bit odd to me.

There were a few odd choices in the movie (maybe they are an Israeli thing? I don't watch any other Israeli TV/movies that I can recall), the music seemed strange to me too. Still quite well done, some neat imagery and the characters were fine. Not exactly how I pictured it in my head but certainly did the story justice.
