If you're trying to do this on the mobile tapatalk app - don't. It doesn't support polls (or at least didn't the last time I checked). You need to log in using a web browser.

Tapatalk has a number of other annoying "features". Such as wiping out entire comments because you forgot and used an emoji instead of old-school punctuation marks. Also incredibly intrusive advertising if you don't pay. It's all a lot easier if you just use your phone's web browser.
