ABOUT US
Founded in 1945, the Lane Council of Governments (LCOG) is one of the oldest councils of governments, enhancing public services in Lane County and beyond. Governed by a Board of Directors, LCOG partners with local governments and special districts in GIS Planning, Personnel Management, Transportation, and Senior and Disability Services. Located in Eugene, LCOG benefits from the city's vibrant university, nightlife, and recreational opportunities.
The Local Government Personnel Institute (LGPI), established in 1971 by the League of Oregon Cities (LOC) and the Association of Oregon Counties (AOC), provided Human Resources and Labor Relations assistance across Oregon. LGPI's services have since transitioned to LCOG, now operating as Local Government Personnel Services (LGPS).
LGPS continues LGPI's mission, offering essential HR and Labor Relations support to local governments statewide. Under LCOG's umbrella, LGPS ensures these services remain accessible and effective.

What is the LGPS Independent Contractor Pool?
Lane Council of Governments (LCOG) is gathering interest from Oregon candidates who wish to be considered for contract/project-based work within the Local Government Personnel Services (LGPS) program. Contract/project-based work is occasionally needed when new projects arise. Depending on the nature and scope of the project, contract work may be in-person and/or virtual.
LGPS has opportunities to include human resources, labor law, workplace investigations, fiscal consultation, classification/compensation studies, and executive evaluations. The minimum qualifications for and specifics of work available (including duties and schedule) will vary by project.
Why should I consider contract work?
Contract/project-based work is no guarantee of appointment to a permanent position at LCOG but can be a great fit for those seeking short-term, flexible or transitional work opportunities.
How do I Apply?
Interested candidates should complete the online application, noting specific areas of interest and experience at Job Openings | Lane Council of Governments Oregon (lcog.org)
What's Next?
Individuals who apply to our independent contractor pool will have their respective application materials reviewed by hiring managers when projects arise. Applicants will receive direct outreach from LGPS when a project develops that matches their specific skills and experience, to discuss potential opportunities.
