Introduction



The Wisconsin Department of Transportation, Division of Transportation System Development, Southeast Region is seeking an Urban and Regional Planner to join their team.


This position offers a hybridized work schedule. The position will be headquartered at and required to work from the Waukesha State Office Building in Waukesha, WI at least 2 days per week. All employees working a hybrid work schedule are generally expected to telework from within the State of Wisconsin. This topic will be discussed more at the time of the interview.

Position Summary



This position is responsible for interpreting and implementing federal/state legislation, policy guidelines and administrative rules regarding bicycle/pedestrian accommodations as they apply to state and local highway improvement projects and programs in the SE Region. In addition, this position serves as the Region's technical expert to the Region's planning and project development sections, the Southeast Regional Planning Commission, consultants, and local communities on bicycle and pedestrian facility design and accommodation issues. This position is also the region's primary liaison with the Federal Highway Administration and other state and federal agencies on bicycle and pedestrian matters. The position works as the Region's Bicycle and Pedestrian Coordinator in evaluating project plans for state and local highway improvement projects. Work products include professional analyses and recommendations, detailed project plan review, comments and recommendations, community involvement materials, and developing complex study designs, reports, research, and evaluations, which provide significant input to the development of region, division, and department multi-modal transportation policies. Daily activities include project problem solving, data gathering, and communication across numerous projects and project teams.

This position is responsible for growing WisDOT's participation in economic development projects, which is an emerging field within WisDOT's SE Region office. This position must develop and maintain professional and cooperative working relationships with the WisDOT Division of Transportation Investment Management, DTSD Bureaus and Regions, and local and state economic development officials. Regular activities include scheduling and attending meetings to investigate opportunities, holding regular check-in meetings with key stakeholders and project teams, monitoring projects for opportunities to leverage available funding and communicating information to relevant parties at WisDOT.

This position is also responsible for coordinating freight transportation planning activities. Work tasks include data analysis and integrating freight as a component of transportation planning in and around Southeastern Wisconsin. These tasks support a multi-functional team through data collection, research, tool development, policy development and implementation, and identification of best practices. There will be extensive coordination both internally and externally, The incumbent may assist in coordination with public officials, program managers, Metropolitan Planning Organizations/Regional Planning Commissions, private developers, consulting engineers, business owners, freight operators, and members of the public.

Salary Information



This position is in schedule-range (07-04) with an annual salary of $53,040-$67,600, plus excellent benefits . A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Qualifications



Qualified canidates will have all of the following:

  • Experience analyzing data, Activities may include creating written reports or summaries using directly sourced data inputs, writting an investigation, etc.
  • Experience using Microsoft Excel, Microsoft Access, or similar product, to document work activities or create work products.
  • Experience collaborating with a diverse group of individuals including internal and external parties.
  • Bachelor's degree in Urban and Regional Planning, Urban Studies, Engineering, Architecture, Geography or similar or at least 2 years of experience working in Urban and Regional Planning or Urban Studies or similar.
  • Experience working on planning projects and studies.
